An Analysis on the Motivations of Türkiye’s Participation in Peace Support Operations via Lebanon Bills

Summary/Abstract: As proposals for sending military troops abroad, government bills sometimes proceed as routine works of the Grand National Assembly of Türkiye (GNAT), but other times they may be widely debated by all segments of society and even cause political crises. Particularly controversial bills may not only turn into vital national security and foreign policy decisions but also may give significant clues regarding Turkish peacekeeping policies. By examining the UNIFIL-II participation as a case study via literature review, content analysis method, and social constructivism perspective, this article aims, on the one hand, to present the complicated structure and factors behind the bills and their decision-making processes and, on the other hand, to infer the basic motivations of Türkiye in participating peace support operations. The article asserts that the initial participation decision for Lebanon Mission was mostly affected by external factors, yet domestic motivations have become more influential in the following years and this change in the discourse and the implementation can be explained better from the perspective of social constructivism. Moreover, it is also seen that when bills, which have multiple-input and delicate decision-making mechanisms, become subjects of internal affairs, they are likely to cause misunderstandings and dangerous schisms.
