Summary/Abstract: After the termination of the Russo-Turkish War of 1877–1878 and the signing of the international treaties in San Stefano and Berlin, the diocese of the Bulgarian Exarchate was broken into several parts. Having legitimately guaranteed national unity in the 1870s, after the war the first all-Bulgarian institution ran into a crisis. In these conditions Exarch Yossif I who from June 1, 1878 was in Plovdiv, decided to submit a confidential memorandum to the Russian Imperial Commissioner to Bulgaria, Prince A. Dondukov-Korsakov so as to acquaint him with the history of the Bulgarian church question and with the opportunities for its correct and fair solution. The confidential memorandum was an important historical testimony of the ideological and political orientation of the second Bulgarian Exarch, and of the major difficulties that accompanied the struggle for preserving the spiritual unity of the Bulgarian people in the extremely adverse conditions created after the Congress of Berlin of 1878. In this paper is analysed and published an interesting historical document, almost unknown and still unused by the students of the Bulgarian national church movement.
