Summary/Abstract: The article discusses recent developments in China’s foreign policy during the second year of the global pandemic caused by COVID-19. The first part is devoted to the general objectives of China’s foreign policy and its attempts to redefine human rights for the purpose of domestic policy. The People’s Republic of China prioritized relations with the great powers, namely Russia and the United States, over European Union and developing countries. The second part concerns the issue of the Afghan crisis after US troops’ withdrawal. China criticized the United States, blaming Washington for causing Kabul’s political and economic chaos. China became one of the decisive powers when it comes to the reestablishment of the Afghan government, raising questions about China’s foreign policy principle of non-interference in internal affairs. The last part of the article focuses on the normative dimension of Chinese policy in the South China Sea, especially regarding the Coast Guard Law of the People’s Republic of China, which introduced new guidelines regulating the activities of the Chinese coastguard. The authors also consider the reaction of Southeast Asian countries to the new powers granted to the Chinese coast guard. In addition, special attention is paid to the Chinese blockade of access to the Second Thomas Shoal and the reaction of the Philippines to the increased activity of the Chinese fleet in the Spratly Archipelago.
