Summary/Abstract: Many scholars argue that the intervention forces of the European Union (EU) and North Atlantic Treaty Organization (NATO) will draw on the same forces from the same countries so we would expect the capabilities to be roughly the same. However, there are significant differences between the two forces, especially with respect to their strategic concepts. The Alliance intends for the NATO Response Force (NRF) to be able to perform all NATO missions including collective defense and short-notice forced-entry expeditions. In contrast, the EU expects that its reaction force will perform only the full range of Petersburg tasks, which means that the most demanding task expected of it would be peace enforcement or stabilization. In fact European countries seem to be tailoring different forces to meet the different requirements of the NRF and the European reaction force.
