Summary/Abstract: Biological threats need to be conceptualized in a new framework and through new governance practices designed to address the challenges posed by the ever-changing boundaries of global health. This turn has turned potential biological threats into the main factors that require rigorous planning of institutional and individual preparedness for an effective approach to pandemic emergencies. Biological threats, as events that transcend the molecular boundaries of viruses, are turning hybrid social networks into the main focus of a global response to infectious diseases. In this article, I will present and analyze some important issues related to the threats posed by biological weapons and bioterrorism, the use of biotechnology to improve biological warfare agents and I will summarize the measures and constraints on countering bioterrorism and the response to biological weapons.
