Considerations on the Government's normative acts - Emergency Ordinances

Summary/Abstract: This study analyzes the Government's emergency ordinances, as a form of constitutional legislative delegation, as well as the provisions regulating this field, before and after the revision of 1991’s Constitution. Some aspects from the legislative practice of the Constitutional Court and from the opinions of the Legislative Council are exemplified, regarding the emergency ordinances, of the last five years. Situations related to the urgency of the regulation as well as those related to the entry into force of this category of ordinances are also detailed.
