Summary/Abstract: The nightmare scenario of the transition countries producing a first generation of long-term unemployed, disaffected adults, dependent on either welfare or crime, rearing further generations of heavily disadvantaged children, by when, it is feared, the chronically unemployed are likely to have become excluded groups or underclasses. The author tries to evaluate the question, how immanent this scenario really is.
