Summary/Abstract: The Convention on Human Rights of the Council of Europe is а complex international legal document with а regional importance. In has been signed in 1950 and introduced in European practice in 1953. In an attempt to solve some of the problems of the European human rights protection system, the Convention is complemented several protocols. The most important novelty to the European Convention introduced by Protocol no 11 are the undoubtful guaranty of the right to submit individual submission and the right to immediate participation in the court procedure. The process of practicing of the mentioned rights is drawn from the competence of the momentary sovereign will of the state. Speaking globally, in the fundament stays the procedure that was characteristic for the European Court on Human Rights until now. It has basically shown аѕ useful disregarding the particular inefficacies.
