Summary/Abstract: The paper synthetically deals with Prof. Dr. Alexandru Obregia’s personality and work, followed by his foundation: Central Hospital of Mental and Nervous Diseases. The authors present all the periods to bring into life this hospital: stages of juridic-legislative statement (1892-1906), substantiation and prognosis (1893-1906), housing project-architecture (1905-1907), and of building and equipment (1907-1923), as well as its inaugural and management (1923-1930), and finish with conclusions about this outstanding achievement. Al. Obregia’s foundation - historical reality (de facto) is in contrast with by rights Gh. Marinescu’s inadvertence, namely anachronism of eponymous confusion and failure for 75 years of Al. Obregia’s inheritance - intention (1923-1951) and injustice (1951-1998) periods. By rights carrying out of Al. Obregia’s restitution was realized in a 3 years period (1995-1998), by a programme-strategy of officialization and institutionalization. Restitution of Al. Obregia’s inheritance represents a pattern of applied and comparative history, patrimony, culture and civilization.
