Summary/Abstract: This study explains the new concepts related to urban management and the relationships between them, examines the changes in societies, and nominates the responsive city as a solution to achieve citizen satisfaction to form a smart and sustainable society. To understand the concept of a smart city, we have reviewed the related definitions. Next, the difference between livability and quality of life is explained. Then, we have introduced a new livability approach to describe the impact of infrastructure smartness level. In the following, we define the responsive city characteristics and the process of turning the smart city into a livable one. We have also shown the overlaps and differences of the mentioned concepts. We have argued that existing research and livability indicators cannot fully consider citizens intended features in terms of quality of life. Finally, we conclude that the responsive city increases citizens' livability and further individual satisfaction by involving citizens in the city's decision-making and management process.
