Summary/Abstract: Water is a fundamental natural resource for life, so access to safe and affordable drinking water has been recognized as a human right that is essential for people to be able to enjoy other rights, for example: to life, to health, a suitable environment, food, among others. Having safe drinking water for the satisfaction of personal and domestic needs is a requirement to have access to an adequate standard of living, therefore, it is the State's obligation to design the appropriate guidelines and strategies to protect and safeguard this social right, mainly for the most vulnerable groups in society, who to date are the ones with the least water coverage.
