Summary/Abstract: Emperors such as Mayorian and Justinian, among others, are aware that urban land interests have motivated the greed of many rulers, whether for economic benefits, or for predictable political returns. Individuals do not only carry out illicit practices, but they are abusively extended to the various levels of the Administration. Corruption, purchase of charges, becomes endemic, and covers all areas. Hence, a “clean hands” policy is imposed legislatively in order to heal public charges and make them co-responsible for the fight against fraud. This line establishes the creation of an urban planning commission in order to inspect the state of the construction sites.
