Summary/Abstract: The study analyzes a particular section of the Cold War in Europe in the decade between 1975 and 1985. Its time frame is the period spent “in captivity of relaxation” between 1975 and 1985. At the center of the theme is a duality: on the one hand, in Western Europe, there was an effort to develop a more unified foreign policy (regionally, globally) on the western side of the continent. On the other hand, there were opposing efforts to ensure that foreign policy did not extend beyond the Luxembourg Compromise (1966). The main questions of the study are: Why and under what circumstances did a kind of imbalance occur in the same period in favor of the Soviet Union after 1975, when the Soviet Union launched a comprehensive armament program? Who and how perceived the breakdown of the balance of power? The same period was also the period of “eurosclerosis”, which, among other things, meant Europe’slagging behind in the military, innovation, and technological fields. On a theoretical level, the study aims to respond to the latest scientific approaches.
