PROPOSAL OF HOUSING POLICY PRINCIPLES AND INSTRUMENTS AS TOOLS TO CORRECT FAILURES OF THE MARKET MECHANISM

Summary/Abstract: The article comprises a proposal of principles and implementation tools of housing policy treated as an element of integrated planning policy. On the basis of the theory of economy specific features of housing market objects and subjects that may distort functioning of this market have been considered. In order to do this, distinctive elements of the complex housing environment have been analysed. Identified market failures have been used as a basis to depict main problems of Polish housing. Some best practice cases of German and Spanish institutional solutions have been used to propose selected principles and tools of Polish housing policy that respond to identified market failures and problems of Polish housing. Prospective implementation possibilities of proposed principles and instruments within the Polish legal framework have been discussed. The chief conclusion of the research is a need to improve mechanisms of public capturing of land value increase involved with land-use planning combined with urban development activities.
