Summary/Abstract: The author finds the provisions of the bill to be precisely formulated and consistent with the constitutional principle of proper legislation (Article 2 of the Constitution). According to him, the proposed changes are desirable, they eliminate existing loopholes and introduce a solution contributing to the improvement in proceedings before the Tribunal. By contrast, he believes that the proposed provisions relating to the system and procedures for hearing cases by the Tribunal raise doubts.
