Summary/Abstract: XIX. The second half of the century was the period when the Ottoman Empire faced many problems in the political, military, administrative, economic and social fields. In this period, a statement and/or instruction was prepared by statesmen and important personalities in order to solve the problems in the aforementioned areas and Sultan II. It was presented to Abdulhamid. One of these statements and instructions was prepared by Bursa Deputy Governor Yusuf Bahaeddin. During her visit to Anatolia, Yusuf Bahaeddin saw the indifference and ignorance of the people in education. In order to get rid of this bad situation, she thought that basic education institutions should be expanded all over Anatolia and the primary schools that were opened before should be reformed. Report prepared by Yusuf Bahaeddin for the dissemination of primary schools and the improvement of existing schools; It consisted of the titles of introduction, construction of primary schools and education teaching method in schools, education revenues and education commission. The instruction, on the other hand, consisted of the duties of teachers, inspectors, teachers, class heads, students, the rewards and punishments given to students, and the general structure of the schools. In this study, the issues identified in the report and the instruction were evaluated and tried to be brought into consideration.
