Summary/Abstract: Recent global developments in the fields of military, politics, economy and health affect all countries negatively. International organizations have important duties to minimize the negative effects of these developments. However, at the point reached in recent years, international organizations, especially the United Nations and its sub-organizations, are criticized by countries for being passive due to their structure and functioning, and reform discourses are on the agenda. One of the international organizations that has been affected by these criticisms is the World Health Organization. In particular, the negative impact of the Covid 19 epidemic on the whole world has drawn all the attention to the World Health Organization. In this article, by referring to the functioning, effectiveness and structure of the World Health Organization, the struggle of the World Health Organization in previous epidemics has been tried to be summarized. In the continuation of the article, the efforts of the World Health Organization and the reactions of the countries to this effort during the Covid-19 epidemic process, which affected the whole world, were tried to be explained. At the end of the article, in the light of all these developments, reform discourses about the future of WHO have been tried to be explained.
