Summary/Abstract: The defense industry has an important place in the development of states. For this reason, there are lessons that states engaged in defense industry investments can learn from the development processes of similar states in the world. The purpose of this study is to draw lessons from the restructuring processes of the defense industries of Japan and Germany after the Second World War. This research, in which the administrative and legal regulations of Germany and Japan were subjected to a comparative historical analysis, has determined that the successful balancing strategies regarding the interests and goals of the supporters and the production culture acquired during the industrialization processes were effective in the restructuring of the defense industries in both states. Although the quantity and competitiveness of the projects launched in the field of defense industry have increased in recent years, a lack of strategic approach is felt in the implementation of these projects. Indeed, despite a number of related studies in the literature, publications offering lessons in terms of strategy development are limited. Through the findings of this study, it is expected that an important gap in defense industry planning can be filled.
