Summary/Abstract: Modernization in Turkish history started in Ottoman Empire in parallel with the innovative movements in political, military, legal, economic and social fields. This process formed the basis of important changes in Turkish thought system. The reverberations of this process in music, which has an impact in many fields in our country, illustrate some differences between Ottoman and the Republic periods. When the Early Republican Period is taken into consideration, it is obvious that the studies carried out on the formation of a national and contemporary music that can represent the concept of national music and the Turkish culture within this framework in international arenas are foregrounded. Ziya Gökalp’s ideas played a dominant role in the formulation of the music policies of the period while the concept of “national music” flourished. This study is aimed to identify and outline the interpretations of Halil Bedi Yönetken, who was one of the leading Turkish musicologists of this period, in his articles published in Ottoman Turkish before the letter revolution. The results of the study have shown that the formation of a national and contemporary music in which the Western music forms and techniques and the elements of “folk music” described as “Turks’ Soul Voice” are synthesized. It has also been revealed that his views regarding the creation of a national and contemporary music served as guidelines with his thoughts established on civilization, nationality and culture, which were profoundly influenced by Ziya Gökalp's ideas.
