Summary/Abstract: Globalization is a continuous process that can stagnate but cannot be stopped. It is not going through a period of deglobalization but of reglobalization. However, reglobalization requires political will to redefine the international political framework and "good" in international relations. Victory in the Cold War promoted the US to a dual position: as a dominant power, but illegitimate to dictate the alignment of the world to its future interests, and as the standard-bearer of a new world doctrine, of prosperity, profit and efficiency, but lacking in social justice. Feelings that encompassed more and more social categories: skeptics, Marxists, ecologists, populists, extremists, chauvinists, etc., but also government positions that were hostile in most international bodies that rejected the idea of globalization: World Trade Organization, World Bank, International Monetary Fund, etc. Hegemonic globalization tendencies began to be diminished, hegemonic anti-globalization being accompanied emotionally by anti-Americanism, even by social segments belonging to NATO member countries.
