Summary/Abstract: In this study, the policy of the Republic of Kosovo, which is described as a state with "incomplete statehood-limited sovereignty" because it has not yet achieved full recognition in the international arena and cannot be a member of the United Nations (UN), and the policy it follows towards the Roma, Ashkali and Egyptian minorities in the country, and the policies and implementation mechanisms created in the implementation process and problems encountered are examined. In the study, first of all, the minorities living in Kosovo and the demographic structures and characteristics of these minorities and their distribution at the level of municipalities were examined. Roma, Ashkali and Egyptians are minorities not only in Kosovo but also in many European countries. The European Union also has policies developed for Roma, Ashkali and Egyptian minorities. As a country that aims to become a member of the EU in the future, Kosovo accepts the policies developed by the EU and implements them in its country. Therefore, secondly, the policy of the European Union toward the Roma, Ashkali and Egyptian minorities is examined. Thirdly, the policies, policy areas and implementation mechanisms implemented by the Republic of Kosovo to improve the living conditions of the Roman, Ashkali and Egyptian minorities and their integration into the society examined. The Kosovo Government's policy-making and taking measures in cooperation with these three minority groups on the inclusion of the Roma, Ashkali and Egyptian minorities in the Kosovo society has also examined. In the study, the legal basis has created by the Republic of Kosovo for the policies followed towards the minorities living in Kosovo is also discussed.
