Summary/Abstract: States are organized centrally or locally according to the nature of the services they provide. With the understanding of 'social state', task sharing between central and local administrations has been rearranged. Supplying with a number of needs of societies in the social, economic and cultural sense is one of the main goals of central and local governments. The policies put forward by the administrations in order to meet the social needs should be such that they cover all segments of the society. The aim of the study carried out in this direction; determining the social service policies developed by the central and local governments for the disadvantaged elderly, children, women and the disabled, and determining the reflections of these policies on the physical space in the province of Trabzon. Data were obtained by examining written and visual documents, on-site observation, photographing and interviews with authorized persons. As a result of the study, it was concluded that the central government provides more institutional services for disadvantaged groups, but the quality of the institution/organization buildings providing service must be increased in terms of number, capacity, physical and spatial qualities.
