E-gov in Ukraine – Outline of the Problem

Summary/Abstract: Ukraine, as a post-Soviet state, especially since the rather unsuccessful Orange Revolution of 2005, has faced the need to build a modern state with modern administration. This article aims to present the evolution of e-government and e-governance in Ukraine with reference to the definitions of these terms. The most important government documents were analyzed and three stages of building e-gov in Ukraine were distinguished. In the initial period, Ukraine only digitized its administration. However, the main obstacle to success was the low number of Internet users. In the following years – also thanks to money and ideas from more experienced countries – the policy of digitalization of administration evolved towards e-governance and e-democracy. The process accelerated when Ukraine articulated its aspirations for integration with the European Union.
