Summary/Abstract: The Partisan Memorial of 1941 was adopted on May 25, 1946. On the basis of this law, the Partisan Memorial of 1941 was awarded as a sign of the state recognition to the organizers of the national uprising and the first fighters of the national liberation struggle for the great merits gained during the liberation of the Yugoslav people. It was given only to surviving soldiers. The law defined that the owners of the Partisan Memorial of 1941 had various privileges. They had the right to treatment at the state expense, then the right to one‐month annual vacation at the state expense, they had privileges during schooling, a 50% discount for traveling by all types of transport. The basic rights of the holders of the Partisan Memorial of 1941 changed several times during the following decades through the adoption of laws. Submitting a request to obtain the Partisan Memorial of 1941 and defining the status of a members of the partisan resistance who meets all the above‐mentioned criteria proved to be very difficult in some cases. Some applicants expressed doubts about the objectivity of the individuals who had a part in solving the case. The most common reason why citizens asked for the renewal of the procedure for obtaining the right to the Partisan Memorial of 1941 was the misinterpretation of their role during the war. Based on data from December 1963, a total of 27,638 Partisan Memorial of 1941 were allocated in 1941. The number subsequently given in the period from 1957 to 1963 was 6,766.
