Summary/Abstract: Franz Schmidt worked as a consultant in the Ottoman Ministry of Education during the First World War. As a first work wanted to get acquainted with educational institutions. He attended schools in Istanbul first, then provincial schools (Izmit, Bilecik, Sögüt, Eskisehir, Kutahya and Konya), courses and other educational institutions. In the cities visited, he spoke to the heads of the educational institutions and wrote his impressions in a report to the Minister of Education. Schmidt also sent his report on the level of education in the schools in the provinces to the German Foreign Office. The report is in the Federal Archives Berlin and is the main source of this work. The report was used for the first time in this research work and contains important insights into the Ottoman schools in the provinces. The report will make an important contribution to research into the influence of foreign advisors on Turkish education.
