Summary/Abstract: On liberty depends on the idea the society progresses from lower to higher stages and that this progress culminates in the emergence of a system of representative. Liberty defined as the protection against the tyranny of political rulers. Complete liberty of contradicting and disproving our opinion ,is the very condition which justifies us in assuming its truth for purposes of action. And on other terms can a being with human faculties have any rational assurance of being right.
