Willingness of Central and Local Authorities to Deal With the Refugee Wave and the Humanitarian Consequences of the War in Ukrainе

Summary/Abstract: In theoretical and applied terms, the report first presents the most general requirements of international humanitarian law for the reception, temporary accommodation and care of persons seeking temporary protection from military conflicts. On the basis of modern theoretical statements and lessons from practice, the requirements for the construction of primary reception centers for refugees and centers for assistance to persons seeking temporary protection are systematized. An overview of the current legislation in connection with the granting of various types of status and the resulting rights of refugees has been made. In this logical connection, the responsibilities and obligations of various institutions from the central and local ones for the preparation of operational plans for preparation and action in case of a refugee wave are presented.
