Summary/Abstract: Energy poverty is a problem that affects even the population of the most affluent union of the world- the European Union. Researches and statistics have revealed that the dimensions and the extent of the problem are bigger than expected. Energy poverty is a problem that consists of economic, social, technical, political, infrastructural, and geopolitical dimensions and the strategy for tackling it should be multi-disciplinary and it should reflect all these dimensions. Nowadays, Bulgaria does not have an official definition for energy poverty, nor does it have common criteria for identifying which households are energy poor. In order to elaborate such definition and methods for measuring it, the country could use the experience of the European countries and the EU institutes which have already worked on the problem. Only after defining the term and adopting criteria for its quantitative measurement, the state authorities of Bulgaria could work on strategies and plans on how to effectively tackle the problem.
