Summary/Abstract: California has adopted a bold energy goal of 100% carbon-free electricity by 2045. Governor Brown's signature starts a race to beat the clock, cementing the state's role as a leader in climate action. An important component to realistically accomplish the goal of SB 100 will be the aggregation of community choice, Costco energy, a buyers' club where local government agencies can buy power on behalf of their residents. Through the CCA, the local authority can pool its electricity consumers and seek competitive offers from electricity suppliers instead of the standard offer from the incumbent utilities. Utilities continue to provide transmission, distribution and generally billing services. CCAs allow for greater grid flexibility and will enable energy targets to be met more quickly if the grid is prepared for increased penetration of renewable energy.
