„Productivity bargaining“ in the context of the issues of competitiveness and security

Summary/Abstract: Bipartite social dialogue and specially – the collective bargaining at enterprise level are pillars of social peace. On the other side, the problem of low labour productivity is a key issue for the Bulgarian economy. One of the powerful and tested instruments for increasing of labour productivity in exchange for a honest increase of the workers payment is „productivity bargaining“. The term „productivity bargaining“, became popular after the successful conclusion of the negotiations between the management and the workers in the oil refinery „Fawley Refinery“ of the „Esso Petroleum“ company. Later, the management of different UK companies tried to restructure the collective bargaining in their enterprises following the same style and spirit. In this study, the interpretation of Suri and Pillay [52] of the essential elements of „productivity bargaining“ is adopted. „Productivity bargaining“ is used to eliminate restrictive and un productive practices. Economic concessions are related to the savings in cost. The proffer of economic concessions motivates for the acceptance of the changes conceived. In the paper are clarified the terminological issues concerning „productivity bargaining“, the accumulated historical experience in „productivity bargaining“ and its importance in the fight against inflation in the 1970s of the XX-th century. The institutional support for the „productivity bargaining“ by the National Board of Prices and Incomes (NBPI), established by the Labour Party government of Harold Wilson, which existed until 1970, is in the focus of the research as well. The contemporary heritage of the „productivity bargaining“ and specially the so called „social concessions“ are taken into account. The prerequisites of the productivity agreements are analyzed. Finally are given some ideas for possible models of implementing collective bargaining with taking into account the dynamics of labour productivity and / or implementing of „productivity bargaining“ in Bulgaria.
