Summary/Abstract: Pursuant to Act No. 73/2011, Coll., on the Labour Office of the Czech Republic and on Amendments of Related Acts, the Labour Office of the Czech Republic was established as of 1 April 2011 as a separate organisational unit of the state that is managed by a director general and is organisationally divided into a directorate general and regional branches that operate in the individual regions and comprise contact offices, which represented a marked change in the setup of the employment services system. The reform caused a host of problems. The most negative aspects of the reform are considered to be its lack of concept; conflict between the objectives declared and the status achieved; disintegration of the functioning system; the reform's erroneous objectives; personnel, material and spatial insufficiencies in respect of realising the changes; loss of the fundamental mission of public employment services; loss of the Active Employment Policy's readiness for action; and displacement of the employment agenda by the non-insurance benefits agenda.
