Summary/Abstract: All societies include people who, for a variety of different (objective or subjective) reasons, do not have the skills or resources to ensure housing or to sustain themselves. It is therefore incumbent upon the state, based on the principle of solidarity, to provide such people with assistance taking full advantage of the various tools provided by legislation through social work services and the granting of social benefits. Homelessness is synonymous with extreme social exclusion, concerning which poverty is both a cause and a consequence. Factors leading to social exclusion can be both individual and structural and the various factors often cannot be strictly distinguished. Current findings indicate that becoming homeless almost never has just one cause; the reasons for the emergence of homelessness are very individual, varying over time and, at the outset, often difficult to identify. Homelessness, as a serious form of social exclusion, represents a continuous social phenomenon, the solution to which requires a comprehensive approach.
