Summary/Abstract: During the monarchical period the department was organized on the principle of the dualism of the organs. Thus, the administration of the department was entrusted to the departmental council as a deliberative organ, to the permanent delegation of the departmental council, to the president of this delegation and to the prefect as executive organs.
