Summary/Abstract: Persons claiming social assistance and their households represent a specific group of welfare state's clients. Besides the necessary solidarity, in the form of financial or material aid, society also expresses the ambition to permanently improve the living conditions of these people through appropriate measures. This requires that, on the one hand, the level of solidarity in the system does not endanger motivation of clients to work, whilst, on the other hand, it provides minimum for a dignified life. Reintegration of these people into society through finding an employment should be also enabled by providing appropriate active labour market policy measures. This article deals with the evaluation of the two important systems of social policy - the system of social assistance and active labour market policy. Both systems together are evaluated in terms of their protective, incentive and integration functions. Analysis was conducted on database of people who were clients of system of material need and were simultaneously unemployed between March and December 2014 and their households. Analysis was thus performed by linking the data from two independent databases: a database of job seekers (OKpráce) and a database of individuals (households) in material need (OKnouze).
