MEASURING INEQUALITY IN SERBIA – CHALLENGES AND DILEMMAS

Summary/Abstract: Income inequality in Serbia measured on the basis of the Survey on Income and Living Conditions (SILC) shows extremely high inequality compared to EU countries. The average income of the lowest decile according to the SILC shows an unrealistically low value and significantly lower compared to the average income measured through HBS. This paper builds on recent methodological research on measuring income in Serbia and further considers some of the most important challenges: the nature of negative and zero income and their treatment and the treatment of extreme values; measurement of value of goods produced for own consumption and underestimation of income from means tested social benefits. Different decisions related to the treatment of these issues lead to different income levels, especially in the first decile, and thus to different inequality.
