Summary/Abstract: Romania is currently composed of 41 departments, plus the capital Bucharest, which has a status similar to the department. Since the fall of communism, the departmental councils have had councillors elected for a period of 4 years by universal, equal, direct, secret suffrage and freely expressed by the citizens of the departments.
