Summary/Abstract: The ruling party, PSD, has abandoned its previous intentions to transform itself into a modern Social-Democratic movement – together with some of the people who were supposed to spearhead such changes, says the Politics section of this report. The judicial reform has not progressed significantly in the twelve months since our last assessment, and we believe this has to do primarily with a lack of political will. As for the opposition, SAR suggests that only a tight and institutionalized party union between PNL and PD will be able to make a difference in the 2004 elections. Romania’s target date of admission in the European Union is 2007. At the last summit, in Thessalonica, the EU leaders restated their encouragement and support for Romania so that the country joins the Union by 2007. Likewise, they nudged the Romanian government to pursue relentlessly the necessary reforms with regard to industrial restructuring, public administration and the judiciary system.
