Summary/Abstract: This is a detailed review of basic issues, relating to the introduction and development of information systems in various countries. Most significant unsettled question of contemporary law is the one of creating. legal basis for the application of complex infomation technology. Changes emerge in many a traditional branch of law-constitutional,, administrative, obligations, criminal and civil laws, and more particularly in patent law and copyrights. Legal systems, in general, are lagging behind the new and growing technology, so that team-work of different specialists becomes a general organizational must. In order to create large basis of data on persons or property, new norms are necessary requiring knowledge of computer science, information law, and relevant legal branches. The solution lies in the creation of new legal doctrines and adaption of the existing ones, especially in the fields of protection of data, international communication networks, property rights, copyrights, and computer criminality. These requirements will have great impact on the programs of law schools. The law as a power over specific territory becomes irelevant as viewed from the angle of telecommunication network which transgresses state borders. Both security and independence of countries may be endangered. There is a need for more efficient instruments, contracts and standards, and an international organization is needed which would regulate international information flows. Such new organization would ensure easier and more liberal flow of informations which would, on its part, influence the development of national laws. According to the author, Yugoslavia could advance such an initiative.
