Summary/Abstract: The cost of territorial organization is the topic this paper. Many new municipalities have been formed as a result of the ethnic partition of Bosnia and Herzegovina during peace negotiations and since the Peace Agreement was signed in Dayton. Thirteen years later, most of these local entities are either under-developed or seriously under-developed. The economic sustainability of local communities and the cost of the existing territorial organization are examined using the example of divided municipalities. The paper is based on relevant statistical studies and on the application of appropriate mathematical models. Studies in the divided municipalities themselves are planned as well as desk research. The significance of the paper lies in part in that it is the first study of its kind in Bosnia and Herzegovina. The findings could be used in the redefinition of territorial organization and as a framework for a new local economic development strategy.
