USE OF DOGS IN CRISIS MANAGEMENT OPERATIONS

Summary/Abstract: The purpose of this paper is to present the essence of the use of dogs and their role in crisis management operations in Poland. The following research questions have been defined: in what type of crisis management activities are dogs used in Poland?, what is the role of dogs in crisis management activities?, what is the speciality of dogs used in crisis prevention activities? The hypothesis is that dogs are used in crisis management activities, supporting state services and rescue entities in the resolution of crisis situations. A documentary research method was used to analyse the literature and legislation on the use of dogs in uniformed and rescue services. From the qualitative research the method of observation of the process of training and use of dogs for the needs of the Border Guard and rescue dogs (field and water rescue) from the area of Pomeranian voivodeship was used. The following conclusions can be drawn from the research: In Poland, dogs are used in such activities as anti-terrorist protection, rescue operations or ensuring public safety and order. These activities are part of controlling a crisis situation. The maintenance and training of dogs for uniformed service and rescue tasks is costly and time-consuming. However, service and rescue dogs perform a range of tasks that significantly support the activities of emergency response (crisis management) actors. The research carried out represents a novelty in the field of security sciences because the subject of the use of dogs for national security purposes has not been popular in the scientific community so far. This is reflected in the scarce literature on the subject. It seems worthwhile to continue research in the field of service and rescue cynology because of the important role played by dogs in entities responsible for security in Poland.
