Summary/Abstract: The primary objective of this paper is to show experience of the European Union's new member states, which have implemented numerous reforms in the financing, management and organization of the health sectors. Special emphasis is placed on the experience of Slovenia, Estonia and Latvia. All three EU member states faced the same fiscal pressure but simple and efficient solutions have been found for solving these problems. The Slovenia responded with redefining the government role and implementing new health insurance systems, while Estonia held to theirs strict financial laws and holding reserves for unplanned upcoming expenses. Latvia based their reform of health sector on using one simple rule: expenses within the health-care sector should be matched with the income or to put it quite simply – don’t spend more than the budget allows. Analysis of the health-care sector of Bosnia and Herzegovina identified the main problems and it has been concluded that entire sector needs comprehensive reform. A new, consistent system has been recommended, which would both create and sustain long term balance of revenue and expenses in health-care sector. Hence, the Slovenian option is recommended.
