To Eat a Cake ant to Have a Three-Quarter of It: Is It Possible to Have the Best of Both Worlds of Electoral Systems

Summary/Abstract: The article investigates whether it is possible to combine the advantages of two groups of electoral systems – PR and pluralitarian (or majoritarian) – or not. It analyzes the existing mixed electoral systems and suggests possible improvements thereof. The main conclusion is that it is not possible to eliminate all disadvantages of PR and pluralitarian electoral systems, but it is possible, at least theoretically, to eliminate most of them by combining attributes of both worlds of electoral systems. In short, the electoral system proposed in this article would make it possible to “eat the entire cake and have a three-quarter of it”.
