Summary/Abstract: The Republic of Poland, pursuant to Art. 3 of the Constitution of the Republic of Poland of April 2, 1997, is a unitary state, which means first of all that the state is not diversified in terms of its legal and administrative structure. At the same time, one of the basic principles resulting directly from the Constitution of the Republic of Poland from Art. 15 is the principle of decentralization of public authority. It relates primarily to local government. It is a truism to say that local government units are independent, independent and there is no hierarchical subordination between them. This is an obvious consequence of the principle of decentralization. The aim of the article is to show whether local government units have (or not) real autonomy in deter- mining their internal system.
