ПРИЛОГ КРИТИЧКОМ РАЗМАТРАЊУ ПОСТУПКА СТИЦАЊА ЗВАЊА УНИВЕРЗИТЕТСКИХ НАСТАВНИКА У ЗЕМЉАМА ТРАНЗИЦИЈЕ
A Contribution to Critical Assessment of the Process of Gaining University Degrees in the Transition Countries

Summary/Abstract: In this article, the author shows the importance of university in "the civilization of knowledge" and "learning civilization" of the 21 century. Starting from the point that the university education represents the most important developing resource, the author demonstrates that the quality of that education depends on the quality of the university teachers and explains the need for a critical assessment of the process of gaining the university teacher title. In the context of such an approach and with the goal of improving the quality and equalizing the criteria for selection of university staff, the author argumentatively suggests the need for segregation of the process of gaining the title of a university teacher from the process of finding a job at the university. Furthermore, the author shows the need for foundation of a special body, academically and pedagogically competent and with social authority, which would decide on issues of gaining university teacher title.
