The Metamorphosis of Soviet Union’s Foreign Policy in Putin’s Russia, 1991-2020

Summary/Abstract: This article attempts to sketch, on the basis of ideas launched by consecrated authors, the manner in which Russia’s current foreign policy has taken over the Soviet inheritance, both in what regards the strategy towards the West, as well as in what concerns the ideological foundations from the time of the Cold War. Also, the main schools of thought influencing Russia’s strategic thinking are emphasized. An important role in designing the current foreign policy of the Russian states is played by Vladimir Putin. His approach is naturally influenced by his experience and the positions held over time, including functions within the former Soviet Union. At the same time, his decisions are affected by members of his power circle, made up of people belonging to power structures (siloviki), oligarchs or close friends from Sankt Petersburg (some of them characterized as liberals). Putin’s presence itself at the helmet of the Russian state is the expression of the system inherited from the Soviet Union and of the tendency to restore some of the former superpower’s attributes, after the hiatus following the end of the Cold War. For this reason, Putin’s Russia seeks to recover supremacy over the former Soviet space and to influence world events in its favour.
