PUBLIC LEADERSHIP DEFICITS IN TIME OF POLITICAL CRISIS

Summary/Abstract: The article examines the question of leadership in the framework of growing politicization of the social environment in its two aspects - as status and behavioral leadership. The impossibility of forming legitimate bodies of power, as well as the coincidence of various crises creates prerequisites for leadership. The leadership problem is seen in the impossibility of political actors to establish themselves as leaders in the process of implementing a specific policy and forming followers to change the environment and get out of the crisis. Leadership deficits are analyzed in the framework of the continuum of responsibility for regulations and allocation of resources in a calm environment and imagination for change and mobilization of support for common goals in a time of crisis.
