Decisions of general application in the system of administrative acts

Summary/Abstract: In the 21st century, the two-tier systems of administrative tools that have most influenced the legal status of the members of society: administrative legislation, and law enforcement, have faced several social challenges (global economic crisis, refugee crisis, regional epidemics, and pandemics). The challenges of the 21st century require administrative intervention to provide rapid, accurate, and effective responses to the problems that arise, while ensuring legality and the protection of the rights of members of society. The first answers to social problems are provided by sectoral regulations, which may conflict with general procedural rules. The study analyses general administrative decisions and reviews their points of conflict with general procedural rules. The study concludes with a proposal.
