Summary/Abstract: As a bible of administrative procedural law, it is consulted daily by thousands of administrators, most of whom have only practical experience. The number of clients who, as laypersons, experience the procedures on the other side in their own lives is even higher. They are the ones who 'read' the texts 'produced' by legislators in real life and whose experience is perhaps the closest to reality. In this article I will try to examine two recent pieces of procedural law from both a legislative and an application perspective. My main concerns are: what justified the innovation or innovations and whether they have produced the expected results. My analysis is based exclusively on theoretical principles and legal comparisons, but I will also try to incorporate the practical results of procedural law into my analysis.
