Summary/Abstract: Today, December 10, 1982, we set a new record in the history of law. Never in the annals of international law has a convention been signed by 110 countries on the first day it was opened for signature. It is remarkable that it was signed by States from all regions of the world – from north to south, from east to west, coastal states, landlocked states and geographically disadvantaged states. Here, then, is the long and difficult road to the development of the new Convention on the Law of the Sea, which involved 25 topics and issues, imposed this very ambitious and seemingly unacceptable goal - a complete constitution for the oceans and seas of the world, which will show its value over time.
