Summary/Abstract: The article considers the main approaches to defining the essence of the concept of poverty: absolute, relative and subjective. Each of the approaches is effective for solving a range of problems, and researchers and countries combine them depending on their goals. It has been established that poverty is the result of various and interrelated causes. The authors analyze the main problems of occurrence, mechanisms and world practices for solving poverty problems, analysis of the dynamics of poverty in Ukraine and the features of its state regulation. The central place in the regulation of the problem of poverty is given to financial provision and financial instruments that require multidirectional improvement.
